Journal Article 1404/03/18 <p><strong>Objective: </strong>The purpose of this study was to design a conceptual model for enhancing the implementation capacity of economic policies in the Ministry of Industry, Mine, and Trade (MIIT) to achieve social justice.</p> <p><strong>Methodology: </strong>This qualitative study employed thematic analysis. Data were collected through semi-structured interviews with 20 experts in the fields of industry, mining, and trade, selected through purposive sampling until theoretical saturation was reached. Data analysis was carried out in three levels: basic themes, organizing themes, and overarching themes, leading to the development of a conceptual model.</p> <p><strong>Findings: </strong>The analysis resulted in 111 basic codes, 18 organizing themes, and 6 overarching themes. The overarching themes included policy implementation and structural challenges, regional inequality and centralization, justice-orientation and sustainable development, enabling and empowerment factors, management and collaboration among actors, and monitoring, analysis, and global factors. The conceptual model revealed that structural and implementation challenges and regional inequalities are the main barriers to achieving social justice, while transparency, empowerment, effective management, inter-actor collaboration, and systematic monitoring and analysis function as key enablers.</p> <p><strong>Conclusion: </strong>This study provides a comprehensive framework to enhance the implementation capacity of economic policies within MIIT. The findings highlight that addressing structural and regional challenges while strengthening enabling factors and collaborative management can pave the way for achieving social justice and sustainable development.</p> <p><strong>هدف:</strong> هدف پژوهش، طراحی یک مدل مفهومی برای ارتقای ظرفیت اجرای خط‌مشی‌های اقتصادی وزارت صنعت، معدن و تجارت در راستای تحقق عدالت اجتماعی است. <strong>روش‌شناسی: </strong>این پژوهش با رویکرد کیفی و با استفاده از روش تحلیل مضمون انجام شد. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته با 20 نفر از خبرگان حوزه صنعت، معدن و تجارت گردآوری شد. نمونه‌گیری به روش هدفمند و تا رسیدن به اشباع نظری ادامه یافت. داده‌ها در سه سطح مضامین پایه، مضامین سازمان‌دهنده و مضامین فراگیر تحلیل شدند و در نهایت مدل مفهومی پژوهش تدوین گردید. <strong>یافته‌ها</strong><strong>:</strong><strong> </strong>نتایج نشان داد که 111 کد پایه، 18 مضمون سازمان‌دهنده و 6 مضمون فراگیر استخراج شد. مضامین فراگیر شامل چالش‌های اجرایی و ساختاری خط‌مشی‌ها، نابرابری و تمرکزگرایی منطقه‌ای، عدالت‌محوری و توسعه پایدار، عوامل ارتقادهنده و توانمندسازی، مدیریت و همکاری بین بازیگران، و پایش، تحلیل و عوامل جهانی بودند. مدل مفهومی بیانگر این است که چالش‌های اجرایی و نابرابری‌ها موانع اصلی تحقق عدالت اجتماعی محسوب می‌شوند، در حالی که شفافیت، توانمندسازی، مدیریت کارآمد، همکاری بین بازیگران و پایش و تحلیل نظام‌مند به عنوان تسهیل‌کننده‌های کلیدی عمل می‌کنند. <strong>نتیجه‌گیری</strong><strong>:</strong><strong> </strong>پژوهش حاضر چارچوبی جامع برای ارتقای ظرفیت اجرای خط‌مشی‌های اقتصادی وزارت صمت ارائه می‌دهد. نتایج حاکی از آن است که غلبه بر چالش‌های ساختاری و اجرایی، کاهش نابرابری‌های منطقه‌ای و تقویت عوامل توانمندساز و مدیریتی می‌تواند زمینه‌ساز تحقق عدالت اجتماعی و توسعه پایدار گردد.</p> https://dmbaj.org/index.php/dmba/article/download/244/234
