In the qualitative phase, key and secondary factors influencing football development in Iraq were identified through literature review and expert consultations, followed by screening using the fuzzy Delphi technique. In the quantitative phase, a researcher-made questionnaire based on the validated factors was distributed among 100 experts and stakeholders in Iraqi football. Qualitative analysis was performed using fuzzy Delphi, while quantitative analysis was conducted through Structural Equation Modeling (SEM) using SmartPLS. Reliability, validity, factor loadings, path coefficients, t-values, and model fit indices including R², Q², and f² were examined.</p> <p><strong>Findings: </strong>Findings revealed that among the seven main identified dimensions, managerial and governance factors, infrastructural-technical factors, and human-educational factors had the strongest impact on football development. All indicators exceeded the acceptance threshold in the fuzzy Delphi stage. The coefficient of determination (R² = 0.869) demonstrated a strong explanatory power of the model. All Q² values were above 0.35 and all f² values indicated strong effect sizes, confirming excellent predictive relevance and structural model adequacy.</p> <p><strong>Conclusion: </strong>The study concludes that the development of football in Iraq requires simultaneous attention to managerial, infrastructural, economic, educational, cultural, international, and technological dimensions. The validated and well-fitting model can serve as a strategic foundation for policymaking and planning in Iraq’s football development.</p> <p><strong>هدف:</strong> هدف پژوهش، ارائه یک مدل جامع و بومی برای توسعه فوتبال در کشور عراق است. <strong>روش‌شناسی:</strong> این پژوهش از نظر هدف کاربردی و از نظر روش‌شناسی، آمیخته (کیفی–کمی) و مقطعی است. در مرحله کیفی، عوامل اصلی و فرعی مؤثر بر توسعه فوتبال عراق از طریق مرور ادبیات و مصاحبه با خبرگان شناسایی شد و با استفاده از تکنیک دلفی فازی غربالگری گردید. در مرحله کمی، پرسشنامه محقق‌ساخت بر اساس عوامل تأییدشده طراحی و بین نمونه‌ای متشکل از ۱۰۰ نفر از متخصصان و فعالان فوتبال عراق توزیع شد. تحلیل داده‌ها در بخش کیفی با روش دلفی فازی و در بخش کمی با مدل‌سازی معادلات ساختاری در نرم‌افزار SmartPLS انجام شد. شاخص‌های روایی، پایایی، ضرایب مسیر، آماره t و شاخص‌های برازش مدل شامل R²، Q² و f² مورد ارزیابی قرار گرفت. <strong>یافته‌ها: </strong>نتایج نشان داد که از میان ۷ عامل اصلی شناسایی‌شده، عوامل مدیریتی و حکمرانی، زیرساختی–فنی و انسانی–آموزشی دارای بیشترین اثرگذاری بر توسعه فوتبال عراق هستند. تمامی عوامل شناسایی‌شده در مرحله دلفی فازی تأیید شده و بارهای عاملی آن‌ها از حد مطلوب بالاتر بود. مقدار ضریب تعیین توسعه فوتبال برابر با 0.869 بوده که نشان‌دهنده قدرت تبیین بسیار قوی مدل است. همچنین شاخص Q² برای تمامی ابعاد بیش از 0.35 و اثرات f² نیز در سطح قوی گزارش شد که بیانگر قدرت پیش‌بینی بالا و کفایت مدل ساختاری است. <strong>نتیجه‌گیری</strong><strong>:</strong><strong> </strong>پژوهش حاضر نشان داد که توسعه فوتبال در عراق نیازمند توجه هم‌زمان به ابعاد مدیریتی، زیرساختی، اقتصادی، آموزشی، فرهنگی، بین‌المللی و فناورانه است. مدل ارائه‌شده با داشتن برازش قوی می‌تواند مبنایی برای برنامه‌ریزی راهبردی و سیاست‌گذاری توسعه فوتبال در این کشور قرار گیرد.</p> https://dmbaj.org/index.php/dmba/article/download/277/264
