ارائه مدل نیازسنجی آموزشهای مبتنی بر شایستگی در سازمانهای اداری از طریق تحلیل مضمون (تم)

هدف: هدف از پژوهش حاضر ارائه مدلی برای نیازسنجی آموزشهای مبتنی بر شایستگی در سازمانهای اداری از طریق تحلیل مضمون است. روششناسی: این پژوهش کیفی با استفاده از روش تحلیل مضمون (تم) انجام شده است. دادهها از طریق مصاحبه نیمهساختاریافته با 12 نفر از خبرگان حوزه آموزش و منابع انسانی جمعآوری شد. نمونهگیری به شیوه هدفمند و گلولهبرفی تا رسیدن به اشباع نظری ادامه یافت. دادهها در سه مرحله کدگذاری (اولیه، محوری و انتخابی) تحلیل شدند. روایی مدل با استفاده از شاخصهای CVI و CVR بررسی شد. یافتهها: نتایج تحلیل دادهها منجر به شناسایی 108 مضمون پایه و 22 تم اصلی در قالب پنج دسته تم فراگیر شد: نیازهای سازمانی، نیازهای شغلی، نیازهای اجتماعی، مهارتهای نیازسنجی، و اثربخشی آموزشی. تمامی مؤلفهها از روایی محتوایی قابلقبولی برخوردار بودند (CVI>0.79). میانگین نمرات روایی مدل نیز نشاندهنده انسجام، جامعیت، ادراکپذیری و نوآوری بالای مدل بود. نتیجهگیری: مدل ارائهشده میتواند به عنوان ابزاری راهبردی برای طراحی برنامههای آموزشی مبتنی بر شایستگی در سازمانهای اداری به کار گرفته شود و با اولویتبندی مؤلفههای کلیدی، زمینه بهبود عملکرد آموزشی و ارتقاء منابع انسانی را فراهم نماید.
