Proposing a Brain Circulation Management Model Based on the Meritocracy Principle in the Social Security Organization

Abstract

Objective: The primary aim of this study was to propose a brain circulation management model grounded in the meritocracy principle within the Social Security Organization.   Methodology: This research employed a mixed-methods design. In the qualitative phase, a meta-synthesis approach was utilized, drawing on the seven-step model of Walsh and Downe (2005). Relevant studies were identified through databases such as Google Scholar, WorldCat, ScienceDirect, and ProQuest, from which 29 articles were selected for analysis. In the quantitative phase, a researcher-made questionnaire was developed based on the key indicators and components extracted from the qualitative stage. The statistical population included all 775 employees of the Social Security Organization in East Azerbaijan Province, from which 257 participants were selected randomly. Data analysis involved structural equation modeling and confirmatory factor analysis.   Findings: The results identified 103 sub-indicators, which were categorized into 14 main indicators and four major components: support for career development and advancement, a flexible and motivating organizational culture, networking and collaboration, and continuous feedback and accountability. The model validation confirmed the reliability and validity of all identified indicators, and the overall model demonstrated good fit.   Conclusion: The proposed model based on the meritocracy principle effectively identifies and structures the key dimensions necessary for managing brain circulation in the Social Security Organization. This model can guide organizational policies toward retaining and developing human capital.
