Designing a Qualitative Model of Creative Government for Realizing Innovative Entrepreneurship in Knowledge-Based Companies

Objective: This study aimed to design and explain a qualitative model of creative government for realizing innovative entrepreneurship in knowledge-based companies.
Methodology: This developmental-applied study employed a qualitative approach within an interpretivist-constructivist paradigm. Participants were experts with theoretical knowledge and executive experience in innovation policymaking, public administration, entrepreneurship, and knowledge-based enterprises. They were recruited through purposive and snowball sampling. Theoretical saturation was reached at the eighteenth interview, and two additional interviews were conducted to ensure theoretical adequacy, resulting in a final sample of 20 participants. Data were collected through semi-structured interviews and analyzed using Braun and Clarke’s six-phase thematic analysis and Attride-Stirling’s thematic network technique with MAXQDA software. Trustworthiness was evaluated according to Lincoln and Guba’s criteria and participant checking. Inter-coder agreement was 89.5%, indicating satisfactory coding reliability.
Findings: Exploratory factor analysis supported the adequacy and validity of the nine-dimensional structure of the proposed model. Kaiser–Meyer–Olkin values ranged from 0.713 to 0.891 across the model dimensions, while Bartlett’s tests of sphericity were statistically significant for all dimensions (p<0.001). The final model indicated that creative policymaking and intelligent decision-making function as the principal governmental drivers. Their effects are transmitted through dynamic creativity, a creative work culture, and networked creativity, which collectively facilitate innovative flexibility, technological infrastructure development, innovative value creation, and innovative sustainability. The resulting framework therefore demonstrated an interconnected mechanism linking governmental, organizational, technological, and network-level processes in the development of innovative entrepreneurship.
Conclusion: Innovative entrepreneurship in knowledge-based companies requires a transition from the conventional regulatory role of government toward a creative, intelligent, network-oriented, and facilitative governance model. Creative policymaking and evidence-based decision-making can foster innovation when translated into dynamic organizational creativity, supportive creative cultures, and collaborative innovation networks. These mechanisms ultimately strengthen adaptability, technological capability, innovative value creation, and long-term innovation sustainability. The proposed model provides a context-sensitive framework that can assist policymakers and managers in developing and strengthening the ecosystem of knowledge-based companies.
