طراحی مدل تحول کارکردهای مدیریت منابع انسانی با رویکرد دولت الکترونیک مورد مطالعه سازمان ثبت احوال

هدف: هدف از انجام پژوهش حاضر طراحی مدل تحول کارکردهای مدیریت منابع انسانی با رویکرد دولت الکترونیک مورد مطالعه سازمان ثبت احوال است. روششناسی: جامعه آماری پژوهش حاضر را خبرگان (مدیران ارشد و میانی) سازمان ثبت احوال است. که با روش نمونه گیری هدفمند، 7 نفر به عنوان خبره برای شناسایی شاخصهای مدل تحول کارکرد منابع انسانی در دولت الکترونیک انتخاب شده اند. در این مطالعه برای تحلیل دادههای کیفی و حصول به نظریه داده بنیان از روند کدگذاری اشتروس و کوربین (1989) استفاده شد که مشتمل بر سه مرحله کدگذاری باز، کدگذاری محوری و کدگذاری انتخابی است. همچنین برای هر سه مرحله کدگذاری از نرم افزار MAXQDA 22 استفاده شده است. یافتهها: یافتههای پژوهش حاضر حاکی از آن است که عوامل مشتری، عوامل تکنولوژی، دولت الکترونیک و عوامل سازمانی شرایط علی هستند که منجر به تحول کارکردهای مدیریت منابع انسانی در سازمان ثبت احوال شده است. نتیجهگیری: بهبود روابط مدیریتی، تقویت و مشارکت ارتباط کارکنان، پاداش و مزایا، آموزش و توانمندسازی کارکنان، جذب و استخدام نیروی خبره راهبردهای تحول کارکرد مدیریت منابع انسانی است که تحت تاثیر کیفیت فناوری ارتباطات و اطلاعات، دانش و تخصص کارکنان، رفتار کارکنان و فرهنگ سازمانی است. راهبردهای مدل پژوهش منجر به افزایش رضایت ارباب رجوع، کاهش هزینههای سازمان، بهبود عملکرد کارکنان و بهرهوری سازمانی میشود.
