Factors and Dimensions of Outsourcing in Governmental Organizations: A Case Study of Departments in Markazi Province

Abstract

Objective: The aim of the present study is to identify the factors and dimensions of outsourcing in governmental organizations, using the departments in Markazi Province as a case study.   Methodology: The research approach, in terms of its objective, is fundamentally theoretical, and the research method is quantitative. Therefore, a survey method was employed to identify the relevant factors. The statistical population includes all managers and general directors at the provincial level in Markazi, which, based on internal statistics, was identified to be 250 individuals. To extract the data from the questionnaire, SPSS software was used. Additionally, to assess construct validity and the model of outsourcing factors, path analysis was conducted using PLS software.   Findings: The research findings revealed that the main identified factors and components include: components related to the political factor (government policies and directives, intellectual property protection laws, and political stability); components related to the economic factor (the business stage within the organization's operational environment, and the availability of qualified contractors to perform outsourced activities); components related to the managerial factor (focus on the organization’s core activities and increasing the capacity to utilize internal resources); and components related to the social factor (population growth rate and public perceptions and judgments regarding outsourced activities). These factors and dimensions were considered as influential elements in designing an outsourcing model for governmental organizations in Markazi Province.   Conclusion: Given the significant changes in the roles and responsibilities of the government, it is naturally necessary for changes to also occur in these methods and tools in order to effectively guide public affairs in society.
