Identifying Key Factors Affecting Human Resource Governance Based on National Culture in the Public Sector of Kerman City

Objective: The present study aims to identify the key factors influencing human resource governance based on national culture in the public sector of Kerman City. Methodology: The research, in terms of its objective, is applied and, in terms of its method, qualitative, using a descriptive and thematic analysis approach. The statistical population of this study included 30 academic experts and human resource managers of public sector organizations in Kerman City, selected based on the principle of theoretical saturation using purposive and snowball sampling methods and according to the inclusion criteria of the study. The data collection tool was a semi-structured interview. Data were analyzed using MAXQDA2020 software and the six-step thematic analysis approach of Braun and Clarke (2006). To ensure the validity and reliability of the findings, the four criteria of credibility, dependability, transferability, and confirmability as outlined by Lincoln and Guba were employed. Findings: Based on the semi-structured interviews, 11 overarching themes (legal factors, technological factors, economic factors, social factors, environmental factors, political factors, cultural factors, organizational and managerial factors, educational factors, individual factors, labor market factors, and the values of national culture), 68 organizing themes, and 144 basic themes were identified. Conclusion: The academic and practical contributions of this research lie in its focus on the factors influencing the establishment of human resource governance at the national level from an institutional perspective.
